Draft Minutes:  meeting called to order at 10:55.  A quorum was not present so no votes and approval occurred for meeting minutes, cell tower check, adopting the roberts rules of order, and the Jordan Valley SCC bylaws.  We will conduct votes over email. Next meeting on Nov. 7th 2025 at 10:30.  Meeting adjourned at 11:26.
